Initié par Caroline Fourest (France) et Mehdi Mozaffari (Danemark), en pleine affaire des dessins sur Mahomet, ce manifeste "ensemble contre le nouveau totalitarisme" a été signé par douze personnalités engagées dans la défense du droit à la liberté d'expression face à l'obscurantisme : Ayaan Hirsi Ali, Chahla Chafiq, Caroline Fourest, Bernard-Henri Lévy, Irshad Manji, Mehdi Mozaffari, Maryam Namazie, Taslima Nasreen, Salman Rushdie, Antoine Sfeir, Philippe Val, Ibn Warraq. Il est paru dans Charlie Hebdo une première fois le 29 février 2006 et a été relayé dans plusieurs langues et plusieurs pays depuis.
